Much of the equipment that is part of the radio system is very old and no longer supported by the manufacturer. Also, the federal government is reclaiming radio frequencies currently used on the existing system. As a result we have to purchase all new radio equipment.
The microwave system communicates between towers. The regular radio system communicates to mobile devices in the field.
