Services
Direction and Coordination
 Coordinates emergency response operations from the county's Emergency Operations Center (EOC) or a field location. Supports field ICS.
Emergency Communications, Alerting, and Warning
 Manages Joint Dispatch Center (JDC) in directing response agencies during a disaster or emergency. Oversees the capability and procedures to alert public officials, response personnel, and the public when an emergency exists.
Emergency Operations Planning
 Develops and maintains emergency operations procedures appropriate to local hazards and resources.
Emergency Public Information, Training, Education
 Distributes information on hazards relevant to Manitowoc County in non-emergency and emergency situations. Trains public officials, emergency response personnel, and the public on hazards, protective measures, and emergency management concepts and skills.
Evacuation and Shelter
 Works with law enforcement and/or fire when evacuation of the population is ordered in an emergency. Works with Red Cross to provide temporary shelter and other life-support to displaced persons in an emergency.
Tests and Exercises
 Evaluates emergency management capabilities through regular tests, drills, and exercises and modifies emergency plans accordingly.
Emergency Medical Dispatch (EMD)
 JDC Dispatchers are certified to use the NAED method in assisting 911 callers with emergency medical emergencies.
Enhanced 911
 We provide enhanced 911 service to Manitowoc County. This service supplies dispatchers with the name, address, phone number and emergency service provider for the address.
Siren Activation
 JDC staff activate sirens owned by NextEra Energy located in the Manitowoc County portion of the 10 mile emergency planning zone of the Kewaunee Power Station and Point Beach Nuclear Plant (15). The Center also activates sirens in and owned by: the Cities of Kiel (2) and Manitowoc (10)and the Villages of Cleveland (2), St. Nazianz (2), Valders (1), Reedsville (1), and Kellnersville (1).
County Hazardous Materials Team
 County budgets money annually to maintain a county hazmat team. A state grant also supports this Team's expenses as do bills for service.
Wireless 9-1-1
 JDC can usually locate 911 callers using a mobile phone if it is equipped with a GPS feature. Circumstances, particularly location of caller can cause skewed data.
Critical Incident Stress Management Team (CISM)
 Team available to emergency responders following critical incidents. Team is made up of volunteers from mental health, fire, law enforcement, EMS, Dispatch. Emergency Management Director is ex officio member of the Team's Board.
