| Child Protection & Services (CHIPS) |
| | Corporation Counsel provides legal services in certain cases arising under the Children's Code for children who are in need of protection and services. |
| Child Support and Paternity |
| | Corporation Counsel assists the Child Support Agency in cases involving the determination of paternity and the establishment, modification, and enforcement of court ordered child support obligations. |
| Collections |
| | Corporation Counsel works with county departments in securing reimbursement of government expenditures, protecting the county's subrogation rights, and collecting delinquent accounts. |
| Guardianship and Protective Placements |
| | Corporation Counsel assists the Human Services Department in guardianships for minors and with guardianship and protective placement actions arising because of degenerative brain disorders, serious and persistent mental illness, mental retardation, other developmental disabilities, or similar incapacities incurred at any age.

| Involuntary Commitments |
| | Corporation Counsel prosecutes mental health, alcohol, and drug-related commitment actions. It represents the petitioner in the initial commitment action and in any subsequent proceedings to extend the commitment. |
| Labor Relations and Employment |
| | Corporation Counsel provides advice to county departments regarding labor relations and employment law issues, contract interpretation, and collective bargaining strategy. It represents the county or supervises outside counsel in all grievance, interest, and other arbitrations.

| Legal Services |
| | Corporation Counsel represents the interests of Manitowoc County in all civil legal matters. It provides oral and written advice, counsel, and legal opinions; drafts, reviews, and revises resolutions, ordinances, and the county code; and prepares and reviews contracts, deeds, leases, and other legal papers. |
| Litigation and Enforcement |
| | Corporation Counsel prosecutes and defends legal actions involving the county. It coordinates and supervises outside counsel, including counsel assigned by the county's insurance carriers; assists the Treasurer in the foreclosure of tax liens; and prosecutes violations of health, zoning, and other ordinances.
