Capital Outlay and Improvement Projects - Public Works
 Coordinates most of the non-highway building projects for the County. Acts as the Owners Representative and Project Manager for County building construction projects from the design phase through to completion.
Cardboard - Public Works - Recycling Center
 What Materials Are Accepted?
Brown corrugated cardbaord, brown grocery bags.

How Should They Be Prepared?
Cardboard must be clean & dry, flattened and placed in a bag, box or bundled.

What Materials Are NOT Accepted
Soiled or wet cardboard (IE: no pizza boxes!), white or gray cardboard (IE: cereal boxes), cardboard coated with wax, tin or plastic.


CBRF Support Network - Aging and Disability Resource Center
 Provides monthly educational presentations to managers of CBRFs that address mutual concerns of caregiving of residents.
Cell Phones - Public Works - Recycling Center
 Cell Phones are accepted at the MRF during normal business hours. All donated cell phones are given to the Manitowoc Domestic Violence Center.
Centralized Technology Purchasing - Information Systems
 I.S. is responsible for managing a centralized technology purchasing system for all County Departments. Centralized purchasing allows the County to maintain hardware and software standards while receiving excellent pricing through volume license purchases. I.S. selects procurement partners based on 'best value' practices and then aggressively manages contracts, pricing and levels of service.
Child Abuse/Neglect Investigations - Human Services Department - Child Protective Services
 Chapter 48.02 and 48.981 of the Wisconsin State Statues require that the Human Services Department conduct maltreatment investigations for suspected child abuse and neglect. The Human Services Department is to determine whether abuse or neglect has occurred, the risk of future maltreatment, and whether there are safety needs for the children in the home.

 Child care payment assistance is available for low-income employed parents. A co-payment may be required.

Child Protection & Services (CHIPS) - Corporation Counsel
 Corporation Counsel provides legal services in certain cases arising under the Children's Code for children who are in need of protection and services.
Child Support and Paternity - Corporation Counsel
 Corporation Counsel assists the Child Support Agency in cases involving the determination of paternity and the establishment, modification, and enforcement of court ordered child support obligations.
Child Support Establishment - Child Support Enforcement Agency
 The Child Support Agency can bring legal action for support of a minor child including a provision for medical insurance coverage.
CHILDHOOD LEAD POISONING PREVENTION - Health Department
 Screening blood lead levels for children age six months to six years old; Case Management for lead poisoned children; information and public education; home screening and recommendations to reduce lead hazards.

 Children First provides employment services for non-custodial, non-supporting parents.

 The mandatory use of standard court forms in circuit court became effective January 1, 2000 for criminal and juvenile cases, and July 1, 2000 for civil cases.

 JDC staff can activate this program which has a call ring back feature to a land line phone.
CIVIL - Clerk of Circuit Court
 Product Liability, Personal Injury - Auto, Medical Malpractice, Chapter 655 Cases or Other, Wrongful Death, Intentional Tort, Other Personal Injury, Property Damage, Minor Settlement, Money Judgment over $5,000.00, Other Contracts, Other Debtor Actions including garnishments and replevins, Condemnation Review, Foreclosure of Mortgage, Other Real Estate, Appeal from Municipal Court Judgment, Administrative Agency Review, Declaratory Judgment, Unclassified Cases which include forfeitures, Other Injunction or Restraining Order, Domestic Abuse, Child Abuse and Harassment, Combined Actions, Vulnerable Adult, Other Extraordinary Writ, Writ of Habeas Corpus,Forfeiture Actions, Name Changes, Writs, Asbestos. Also, all liens, State Tax Warrants and Unemployment Compensation Warrant. Fees Vary.

Civil Commitments - Register in Probate
 Upon notification of a detention, prepare necessary pleadings for initial hearing. Appoint attorney for the subject when needed. If held for further proceedings, arrange for psychiatric evaluations in adult and juvenile alcoholic, mental health and drug dependant commitments. Seek reimbursement of attorney fees paid by the County from subjects able to pay.

CODE ADMINISTRATION - Planning and Zoning
 The County Board of Supervisors has adopted several land development ordinances to guide and encourage sound development, to preserve the natural resources of the county, limit the incidence of health and sanitation problems, as well as pollution, all in the interest of promoting the public health, safety and general welfare. In all, the Planning and Zoning Department administers 12 County Ordinances.
Collections - Corporation Counsel
 Corporation Counsel works with county departments in securing reimbursement of government expenditures, protecting the county's subrogation rights, and collecting delinquent accounts.
COMMUNICABLE DISEASE CONTROL - Health Department
 Investigation and case management related to reportable communicable diseases; public education to prevent the spread of contagious disease.

Compost - Public Works - Recycling Center
 Sifted and unsifted compost is available at the Recycling Center during normal business hours. Unsifted compost is available for free. Sifted compost is available for a fee. Loaders are available at the Basswood Road Compost for large loads and deliveries are also available for a fee. Please call the Recycling Center for details.
Compost Sites - Public Works
 There are two compost sites that are operated by the County, one located at the MRF (Materials Recycling Facility) on Basswood Road, which is open year round. The other is located on Woodland Drive, which is open from late April to mid November. Residents are welcome to drop-off yard and garden waste at these locations. Unsifted compost is available for free. Woodchips and sifted compost are available for a purchase.
Composting Programs - Public Works
 The County offers a home composting program and two composting sites for wood and yard waste.
Computer Recycling - Public Works
 Residents and businesses can get rid of used computer equipment for a minimal cost at the MRF (Materials Recycling Facility) office on Basswood Road. This service allows old computers to be recycled and helps keep hazardous materials out of the landfills.
Computers & Electronics - Public Works - Recycling Center
 Computer and electronic devices are accepted at the MRF during normal business hours for a fee. Items that are accepted include: Computer processing units (CPUs), computer monitors, printers, scanners, key boards, televisions, VCRs, stereos, and microwaves.
Conservation (DNR) Licenses - County Clerks Office
 The County Clerk's office is an agent for the Department of Natural Resources and sells hunting and fishing licenses. Other information is available, such as boat, snowmobile, and ATV registration forms, along with pamphlets on a wide variety of subjects.

 This initiative is a process that young people and their families use to gain collaboration among their services providers. This process allows the family's team of providers to work with parents as partners in making decisions and responding to situations as they arise.

County Bidding and Purchasing Procedures - Public Works
 Coordinates, in cooperation with Corporation Counsel Department, the bidding and purchasing procedures for the County.
County Board - County Clerks Office
 The County Clerk's Office records and stores minutes of all County Board meetings, motions, amendments, and actions - including votes; receive and record communications, committee reports, resolutions & ordinances; prepare agendas for County Board meetings; publish Proceedings Book.
County Commercial Park and Property Management - Public Works
 Coordinates property sales in the Manitowoc County Commercial Park and negotiates on the sale or purchase of other properties. Maintains property received through tax delinquency.
County Office Space and Remodel Projects - Public Works
 Coordinates the office space usage and remodeling for most County Departments.
County Records - County Clerks Office
 Many County records are available in our office. A partial listing includes weekly committee meeting notices; committees, boards, and commissions minutes; oaths, bonds, leases, election poll lists, etc.
County Surplus Equipment - Public Works
 Manages the disposal and sale of County Surplus Equipment from County departments. Coordinates the sale of property through auctions as well as the relocation of the equipment to other departments who can use the surplus equipment.

Court hearings - Family Court Commissioner
 Hear and decide cases in family law and paternity matters, as well as hearing cases as a judicial court commissioner in small claims, criminal bail and other matters.
Court Ordered Community Service program - Public Works
 Administers the program by interviewing, screening, placing and monitoring individuals ordered to perform community service by the courts.

Cremation Services - Coroner
 Cremation services are arranged with the Funeral Director. The Manitowoc County Coroner's Office issues permits to Funeral Directors for cremation. A permit for cremation is required in Wisconsin before cremation can take place. There is a mandatory 48 hour waiting period from the pronounced time of death before cremation can take place.
CRIMINAL / TRAFFIC - Clerk of Circuit Court
 Payment of fines and costs are payable at the Clerk of Circuit Court Office, Room 105, 1010 South 8th Street, or mailed to P.O. Box 2000, Manitowoc, WI 54221-2000.
